STEPS ProgrammeThe fourth STEPs (support, training and enterprise programme) initiative started at the end of 1998. Twenty participants, who had a business idea and were keen to explore the viability of the idea to the fullest, enrolled on the programme. The programme lasted for one year and was a special Community Employment project sponsored by Blanchardstown Area Partnership and FÁS. Training was given in personal development, market research, sales and marketing, finance and financial projections and much more. The programme was certified for the National Vocation Qualification (NVQ) in Small Business Management. But more importantly, all participants were assisted to prepare a full business plan to assess the viability of their business idea.
